Nothing in the telegrams throws clear light on this aspect of the case. It seems to me that Mr. Edgcumbe should know why he took on the Service.

I am sorry that there has been delay due to the absence of Mr. Collins. I am afraid it was up to his successor to satisfy himself that taking it was likely to be to his advantage, considering all the circumstances.
Probably it would not live so long, but that is a matter for pension considerations. Everyone who transfers from Hong Kong has done their best for the services there, and anything that can be done to help should be considered.
For points which count for pension, it was likely to be considered. PCS are engaged for a term of 5 years with the possibility of further engagement for 5 years. Only if continued in an official capacity would they definitely come onto the pensionable establishment.
As regards the transfer, I think it is inferred that a gratuity was paid.
